Can you pay for Open Access fees if my paper acknowledges the ERC only?

We are aware that the ERC guidance mentions that the host institution should be able to cover open access fees after the end of a project. However, the ERC has not provided us with any dedicated fund to pay for open access fees of ERC-funded researchers and the University has no central open access fund. We are therefore unable to assist with open access fees for ERC funded papers. 

Open Access fees are eligible costs that can be charged against ERC grants, provided they are incurred while the grant is still open.
