Different funders have different rules about this.
If your funder is British Heart Foundation, Cancer Research UK, RCUK/UKRI or Wellcome Trust then you should not include funding for open access in your grant application because the funders expect the costs to be met centrally, via the University's block grants.
Other funders, such as NIHR or the European Research Council, do expect you to budget for these costs. If in doubt, please contact your funder or the Open Access Team.
